The article lists the incidents in which it was already confirmed and known that Alger Hiss and Harry Dexter White were spies and communists, like so many others in the U.S. government.
Note: his desires and attitudes were in line with the information received from the big foundations by the Reece Committee and Norman Dodd, that the foundations were merging the American and Soviet systems under orders from the White House.
