The report recommends “incentives” and “disincentives” (p. 119, 121).
I noticed the phrasing in the World Bank report is about “reducing fertility”. On page 111, for example, it talks about what can be done to “reshape deep cultural beliefs … In the process, much will be done to reduce fertility”.
Should any institution have the power to “reshape” cultures and beliefs? These are not legitimate activities, but this is what governments and UN-affiliated agencies have been up to for a long time.
