Canada’s Chief Public Health Officer Dr. Theresa Tam made this statement in Outbreak: Anatomy of a Plague, a 2010 documentary by Canada’s National Film Board discussing the 1885 Montreal small pox epidemic and how that type of crisis would be handled in modern times.
Her comments begin at about the 57 minute mark. Dr. Tam is listed in the film as Director General for the Canadian Centre for Emergency Preparedness and Response.

This feature-length documentary, based on Michael Bliss’s 1991 book Plague: A Story of Smallpox in Montreal, juxtaposes a hypothetical 21st century pandemic with the 1885 smallpox epidemic that claimed over 2,500 lives in Montreal. A string of fatal errors and mishaps, including a tainted batch of vaccines, fostered panic and mistrust in a city already divided by language, religion and class. Outbreak: Anatomy of a Plague addresses renewed fears of bio-warfare and consults contemporary public health experts about the potential implications of a modern pandemic, including social unrest and economic ruin. . . .
At 56 minutes, the expert claims with a straight face that nothing has had a bigger impact on the world on health than vaccination.
To me anyway, it’s absolutely clear, it’s not even worth debating. Nonetheless you have knowledgeable, educated, otherwise reasonable people who do have a resistance. And it just goes to show humans don’t behave rationally.
A whole lot of zero content in a lot of waffling. This is just insulting people. That’s not a valid argument.
People don’t get it. Vaccines and other policies (and belief systems) are for control over human beings. Read what Bertrand Russell said.
So we have the dictatorial propaganda evident in this 2010 movie. He doesn’t have to provide evidence for his statements. Let’s see the long-terms studies of safety, side-effects and effectiveness! Let’s see some placebo studies. No?
By the way, would you like some contrary evidence? I have some from India and Africa concerning the vaccines funded by the Gates Foundation and the paralysis they caused. And then we have access to all the product inserts which list the side effects of various vaccines approved in Canada already.
So all the “KNOWLEDGEABLE, EDUCATED and REASONABLE PEOPLE OUT THERE” can read the side-effects and ingredients of the currently approved vaccines–and they can also search the adverse reactions database-and then they can question what we are being told!
How can anyone generalize about “vaccines” and claim they are all safe and pretend there is such a thing as a safe and effective smallpox vaccine?
Then they show the enactment of uniformed “health authorities” padlocking all businesses suspected of having the disease.
Dr. Tam:
. . . their cooperation is sought. If there are people who are non-compliant [they love that word more and more] there are definitely laws and public health POWERS that can quarantine people in mandatory settings. It’s potential that you could track people, put bracelets on their arms, have police and other set-ups to ensure quarantine is undertaken.
It’s better to be pre-emptive and precautionary and take the heat of people thinking you might be over-reactionary, get ahead of the curve and then think about whether you’ve over-reacted later. But it’s such a serious situation that I think decisive early action is the key.
Narrator:
Police check-points are set up on all the bridges. And everyone leaving the city is required to show proof of vaccination. Those who refuse to cooperate are taken away to temporary detention centres.
Then the narrator talks about how the streets are “eerily quiet” while the “sick remain in quarantine and the healthy stay at home…” etc.
The economy is shut down. Yes, it sure is bizarre, except now it’s the whole world.
I can understand them wanting to keep people sick with smallpox in the city, but if someone is given a “smallpox” vaccine, then presumably we are talking about people who are healthy (unless the vaccine paralyzes them). What sense does that make? It is totalitarian. It is arbitrary. Same with a measure of “immunity”–what did you have to do to force it on someone? What were the circumstances involved? How long did they have to wait to be “certified”? What was taken from someone? What rights were violated? What corruption might have been involved in signing something? What flaws were in the method? Anything like that in a normal functioning society that respects rights and freedoms can be challenged–as to its validity. Who proved the test or vaccine were valid?
This is just a scenario deliberately planned out to lead to and justify arbitrary biological-level approval/disapproval stamps–for travel or for whatever else. This type of thing–restrictions on travel relating to health issues and insurance–was portrayed in the film Code 46 with Tim Robbins.
Anyone with a conscience in power would care about these things–how much harm they do to people for the sake of their arbitrary declaration–their “test” or “vaccine” product. These fictional scenarios are not being used in good conscience. They are being introduced to justify power grabs–to subvert existing laws and protections of human rights and freedoms. This is the same mindset that uses fictional “bomb” scenarios in entertainment to justify torture. The results of being locked down are just as destructive–and on a wider scale–with addictions, abuse, suicide, deaths from untreated illness, lost jobs, and massive destruction of small businesses. The media just suppressed discussion of all the consequences from the COVID-19 lockdown from the beginning. And much of the public seem to be in total denial still.
The movie portrays a man who seems to be worried about his business–being forcibly quarantined–he looks like he might be sick, maybe he can barely function.
What does that have to do with the idea of telling healthy people to stay home–either in the fictional scenario in the film or in the current COVID-19 situation? The disease in the film is much more extreme. There is no comparison.
This is a setup for a power grab. They focus on the quarantine situation as an extreme. Then they weasel in the talk about justifications for using power.
Ten years later, they have put this line of reasoning into full practice.
There is an oligarchy that dominates the world system, and they acted out at the G20 meeting in 2010 in Toronto, the same year this film was made. They exercised their police state powers against protesters. There were stories about bags being thrown over peoples’ heads. They practiced abusing people 10 years ago and for years before that, especially after 9/11. Remember the scenes from Guantanamo with the extreme constraints?
Now they have accelerated it to a new stage in 2020. It is long term planning. The corporate oligarchy condition people into gradually accepting more extreme forms of control whereas previously we had values and attitudes–such as respect for the Canadian Charter of Rights and Freedoms–that prevented us from cooperating with degrading forms of treatment. Over the years those were eroded–through airport security measures–and through entertainment–and through all the foreign wars and abuse of prisoners.
The message is that our bodies, our persons, our minds don’t belong to us.
Now they think they have us–our minds, our hearts, our attitudes–with very little respect and concern for others, and not much for ourselves either.
This is a new system, a new way of life that has been sold to us gradually over decades.
The writings of H. G. Wells, and the attitudes of George Bernard Shaw, and other Fabian writers, have gradually taken shape into reality.
We have been seduced into accepting extreme measures–an economic shutdown to force a deliberate and total shift in our way of life–with flimsy, contradictory but totally relentless and organized propaganda.
