Military leaders saw pandemic as unique opportunity to test propaganda techniques on Canadians, Forces report says

The main report discussed was from an investigation conducted by retired Maj.-Gen. Daniel Gosselin. The newspaper obtained a copy of the December 2, 2020 report, and related documents using Access to Information.

One conclusion I can very reasonably take from this article is that much of the military is following policies from another level outside of what is typically understood as the government.
