Smart Cities are mentioned on page 179:
Digital technologies are increasingly knitted into the lives of Canadians. New technologies—like the fifth generation (5G) telecommunications networks that will enable autonomous vehicles and smart cities—create exciting opportunities in the form of good, well-paying jobs and new products and services.
This is in the context of a budget that emphasizes spending on Internet infrastructure, which ties in with what happened in 2020 with the sudden need to “stay home” and rely on Internet connectivity for work, shopping, education and meeting others, which is all part of the World Economic Forum’s “Fourth Industrial Revolution” (see below) and “Great Reset.”

Budget page 97, for example:
Included in the $1.7 billion commitment to the Universal Broadband Fund, the
Government will look to top-up the Connect to Innovate program and to secure advanced, new, low-latency Low Earth Orbit satellite capacity. This process will be launched in the spring 2019 and will help bring reliable high-speed internet access to even the most challenging rural and remote homes and communities in Canada.

In this post, I looked into explicit media descriptions of planned 5G infrastructure and how it relates to “smart cities.”

In theory, 5G will be able to simultaneously support more than a million devices per sq km (0.4 sq miles) …
But to make this possible, antennas will be needed all over the place – from lamp-posts to bus shelters ….
These in turn will support hundreds of thousands of data-capturing sensors that will allow the authorities and businesses to gain deeper insights about behaviour and provide “smarter” services.

Secondly, smart cities and utilities projects in metropolitan cities across the world are starting to drive the growth of IoT [Internet of Things] connections. For example, Tianjin Utilities in China, is currently adding 4 million smart gas meters.

The Application Guide is of interest.
It should be clear right away that “communities” does not refer to the residents as whole represented democratically but to various private groups and contractors. This is how things operate.
The Smart Cities Community Support Program supports not-for-profit organizations to provide advisory and capacity-building services directly to communities of all sizes across Canada as they explore and implement smart cities approaches. These approaches can significantly improve the lives of residents.
Smart Cities Challenge Community Support Program
The Smart Cities Challenge is a pan-Canadian competition open to all municipalities, local or regional governments, and Indigenous communities (First Nations, Métis and Inuit). The Challenge empowers communities to adopt a smart cities approach to improve the lives of their residents through innovation, data and connected technology.
This page refers to an organization “Evergreen” as the “project lead.”
Community Solutions Network
As the project lead, Evergreen is working with OpenNorth and other partners to provide valuable information, learning opportunities, advisory and capacity building services to Canadian communities. Key areas of focus include smart technologies, data ownership, data management, privacy and security.
Communities across Canada are exploring how innovation, data and connected technology can solve their most persistent problems. The Smart Cities Challenge is encouraging communities to engage residents and implement bold and innovative ideas. The Community Solutions Network supports communities to advance their thinking on the use of smart cities approaches to help improve the lives of their residents.
