The Federation of Canadian Municipalities supposedly represents 2042 Canadian municipalities (http://www.fcm.ca/home/about-us/membership/our-members.htm). They have lists for each province–Ontario (http://www.fcm.ca/home/about-us/membership/our-members.htm?prov=ON) for example.
If your municipality is not on the ICLEI list, it could still be on the FCM list. In any case, because of federal and provincial government policies, your town or county is very likely to be already following or flirting with Agenda 21, helped along by private “sustainability” groups acting as advisers. If you read the Official Plan for your municipality, you can detect Agenda 21 language and policies if they are present (see links below).
I think that many Canadians–if they knew about it–would not want their municipality to belong to the FCM, a member of ICLEI, since ICLEI is part of a totalitarian globalist agenda to destroy whatever remains of property rights and freedom.
