We call for the fulfilment of all official development assistance commitments, including the commitments by many developed countries to achieve the target of 0.7 per cent of gross national product for official development assistance to developing countries by 2015, as well as a target of 0.15 to 0.20 per cent of gross national product for official development assistance to least developed countries. To reach their agreed timetables, donor countries should take all necessary and appropriate measures to raise the rate of aid disbursements to meet their existing commitments. We urge those developed countries that have not yet done so to make additional concrete efforts towards the target of 0.7 per cent of gross national product for official development assistance to developing countries, including the specific target of 0.15 to 0.20 per cent of gross national product for official development assistance to least developed countries in line with the Istanbul Programme of Action for the Least Developed Countries for the decade 2011-2020 in accordance with their commitments
My comments on the new document:
This document has new info and could use further analysis. Just to look at one example, the points in it about population are ominous enough:

We recognize the interrelationships between population, the environment and climate change, and note that population dynamics, including population growth, urbanization, migration and household size can increase pressure on natural resources and vulnerability to climate change, as well as influence consumptions patterns. We support investment in adaptation strategies that build on peoples’ expressed needs and desires, including education and increased access to reproductive and family planning services, which enhance adaptive capacity and reduce environmental pressures and vulnerability.
People are at the centre of our efforts to achieve our goal of sustainable development, and we therefore commit to systematically consider population trends and projections in our national, rural and urban development strategies and policies. Through forward-looking planning, which anticipates changes in population size, geographic distribution and age structures, we can address the challenges and seize the opportunities that are associated with demographic changes, including rapid urbanization and migration.
We remain committed to the full implementation of the Programme of Action of the International Conference on Population, the key actions for further implementation
Comment [MM42]: Para introduced by 1 MS, since health issues was neglected in the zero draft 177 of the Programme of Action and the Beijing Declaration and Platform for Action, and will pay special attention to gender equality and the right of women and men to have control over and decide freely and responsibly on matters related to their sexual and reproductive health. To this end, we will work actively to ensure that health systems provide information and health services addressing the sexual and reproductive needs of women, as this is crucial for women’s rights, gender equality and women’s empowerment
It’s actually imperialist (“liberal”) divide-and-conquer inflammatory language, but people may think it sounds nice. But it’s just a “nice” way of saying they’ll have the abortion and sterilization technicians standing ready to “help” (pressure) people into reducing supposed pressure on the environment, since they’ll all be crammed into urban areas as a matter of policy (continuing Agenda 21 Smart Growth policies). In the same way that NGOs cram themselves into Rio to have their parties, the city populations increase when people are kicked off their land (their resources are seized using various excuses) and crammed into the cities to “save the earth”. That’s their delusional population increase. In any case, there will be plenty of money coming in from Western taxpayers to “educate” (pressure) the people into not having any more children – which has already been happening. This is what the UN does.
“Low-carbon” development and economy (anti-human non-development) is mentioned over and over, which is the same insanity most people have been indoctrinated in. Also carbon tax of course.
